The Outstanding Filipino (TOFIL) Award is a project of the Insular Life Assurance Co., Ltd. and the Philippine Jaycee Senate. It was conceived in 1988 to institutionalize public recognition of men and women, 41 years of age and over, whose exemplary achievements are worthy of emulation.

The organizers believe that there are a lot of men and women aged 41 and over, who deserve recognition for their contributions to society and who should have qualified to receive the Ten Outstanding Young Men (TOYM) award except that they are beyond the age limit rule governing the TOYM award. TOFIL aims to give public recognition to these outstanding Filipino men and women, who have made significant contributions to the advancement of their profession, public welfare and national development.

In December 2009, the JCI Senate Philippines and Insular Life recognized five remarkable individuals as The Outstanding Filipino or TOFIL awardees for the year. They were: Teotimo M. Aganon, Ph. In the hinterlands of Lake Sebu in Surallah, South Cotabato, where one has to cross seven rivers to reach the place, are tribal communities better known as the T’bolis. I lived with the T’bolis, but also served the Ubos, the Manobos, Bilaans and Kalagans.
