Rules Governing Nomination
WHO CAN BE NOMINATED
The Outstanding Filipino (TOFIL) Award is open to every Filipino, natural born, naturalized citizen or bearing dual citizenship (Filipino and a foreign country), at least 41 years of age and of good moral character whose dedication to his/her profession or vocation has made significant contributions to the advancement of his/her calling, public welfare and national development.
GENERAL GUIDELINES
- An Outstanding Young Filipino or TOYM awardee may be nominated in a field other than that for which he was already awarded.
- A JCI Senator is qualified provided that he or she is not an incumbent member of the JCI Senate Philippines Board.
- By virtue of their positions and honors, past presidents of the Republic of the Philippines, National Artists and National Scientists are excluded from the award.
CRITERIA FOR THE AWARD
Awardees will be chosen based on the strength of their character and integrity; and the impact of their achievements on their field of work, public welfare and national development. The criteria for the award are inspired by the fifth and sixth tenets of the Jaycee Creed, which is reproduced in full below:

by free men through free enterprise;
That governments should be of laws
rather than of men;

lies in human personality;
And that service to humanity
